You should wear the eye protection a device comes with or that the manufacturer recommends, and follow their guidance — this is the safest answer. Red light LED panels are bright, and even if a particular device is described as safe to use without goggles, staring directly into bright LEDs is uncomfortable and not something to do regardless.

Practically: many people simply keep their eyes closed during facial sessions, and many devices include goggles. If you wear them, use them.
